Having profound historical significance, the Eighth National Congress of C. P.C. made the initiative exploration of heightening the Party＇ s ability to exercise state power in terms of scientifically assessing situations both at home and abroad, and the Party＇s status, promotiong economic development, dealing with complicated situations, strengthening collective leadership, and giving full scope to inner- Party democracy. Even now the Congress provides important theoretical basis, experience and lessons for heightening the Party＇s ability to exercise state power.
