我国农村金融制度变迁的绩效分析和改革取向

An Analysis of the Benefits and Achievements of the Chinese Financial System Changes and the Reform Orientation thereof

建国以来,中国农村金融制度的变迁表现出强制性、渐进性、路径依赖性及滞后性等特征,但也发生了一些积极的适应市场需求的变化。总体来说,其制度变迁的成效是显著的,但并不深刻,在金融组织结构、市场功能以及金融监管等方面仍未发生质的变化。因此,中国农村金融制度应在金融市场制度、金融产权制度和金融监管制度等方面进行一系列创新。

Since the foundation of the People＇s Republic of China, the changes of its rural financial system have demonstrated characteristics such as mandatary,increment,dependence of path and retardancy. Some positive changes which have adapted to market demand,however,have happened anyway. On the whole,the effects of system changes are remarkable, but not deep, and the qualitative change has not yet taken place in such aspects as finacial institution framework, market function and financial supervision. Therefore, a series of rural financial system innovations should be carried out in such aspects as financial market system , financial property rights system and financial supervisory system in China.
