国家贸易救济措施对我国农业发展的影响

On the Influence of National Relief Measures for Trade on Agricultural Development in China

加大农业补贴和采取各种扶持措施在提升农业的国际竞争力方面起到了重要作用。但当前中国农业生产和农产品贸易的国际环境趋于恶化,国家贸易救济措施成为农产品出口新的贸易壁垒。在思索如何应对国际上农业保护问题的同时,也应该看到运用国家贸易救济措施保护中国农业生产和市场,对提高中国农业国际竞争力的积极意义。在农业产业利益受到进口产品竞争的威胁或损害时,行业组织或者生产企业可以通过国家贸易救济措施的实施,为农业产业赢得发展的时间和空间,以便较快地提高中国农业产业竞争力。

Increase of agricultural subsidy and taking various measures to support agriculture has played an important part in promoting the international competitive power of our country＇s agriculture. The international environment for our country＇s agricultural production and produce trade, however, is tending towards deterioration and the national relief measures from foreign countries for trade is becoming a new trade barrier against our country＇s praduce export. As we are thinking about how to cope with the problem of internatioual agricultural protection,we should also see the fact that exercise of national relief measures for trade to protect our country＇s agricultural production and market has a positive meaning to improvement of our country＇s agricultural international competitive power. When our country＇s interests in agricultural industry is threatened or damaged by the competition from imported goods, trade organizations and enter prises concerned can earn our agricultural industry time and space for development by exercising the national relief measures for trade so as to rapidly promote our country＇s competitive power of agricultural industry.
