To develop circular economy and build circular society has became the trend in the world. The construction of developing circular agricultural economy plays the important role in circular economic development and formation of circular society in China. The policy for supporting development in Western areas rich in natural sources provides the favorable condition for agricultural development. The paper discusses the possibility and necessity of realizing circular economy and relative countermeasures in Western areas by giving play to the competitive advantage of Western agriculture and drawing lessons from the external advanced experience.
