政府对农村医疗保障事业的建设负有重要责任。新中国成立后,在农村医疗保障体系初步建立时期,政府发挥了积极作用,扮演了政治动员者、制度推广者、资源配置者和资金支持者等角色。这对今天重建农村医疗保障体系具有启示作用。

The government is held responsible for construction of rural medical security. When the rural medical security system was established initially after the set-up of new China, the government had played an active role of the polical mobilization, the scaling-up of the system, the distribution of resource and finacial support, etc. To rebuild the rural medical security system should inspire experiences from the past.
