山区城市公路网规划综合评价

Evaluation of Highway Network Planning of Mountain City in China

试图通过引进恰当的评价体系、指标和方法,对具有山区地貌特征的中小城市公路网规划合理性予以评价。以义乌市公路网规划为例,从规划公路网的覆盖程度、等级水平、路网运行、间接和直接经济效益、公路建设投资费用、国民经济评价、社会效益及环境影响等方面,对该市公路网规划内容和成果进行了综合评价,为规划方案的决策提供综合依据。

This paper introduced appropriate evaluation system, index and method to evaluate the rationality of highway network planning in small and medium-sized cities with mountains in China. Taking the highway network planning of Yiwu city as an example, the paper evaluated the content and achievement of the highway network planning from the aspects such as the cover degree, the grade level, the running appraisal, direct and indirect economic benefits, investment of road construction, national economic evaluation, soeial benefits and environmental effect. The results could afford the decision of the highway network planning.
