关于建立全国性农民工养老保险制度的思考

On establishing the unified old-age insurance for peasant workers

我国现有的地方性农民工养老保险政策存在着许多问题。在总结地方性法规的经验教训的同时,有必要出台全国性、强制性的农民工养老保险政策。新政策可针对农民工职业流动性不同的特点设置两种方案:一是将符合某些特定条件的农民工纳入社会统筹和个人账户相结合的城镇职工基本养老保险制度,二是采取完全积累的个人账户模式。

There are many problems in the old-age insurance policy for peasant workers in some localities. It is necessary to formulate the unified and mandatory old-age insurance policy for peasant workers while summing up the experience of the local government. The new policy should formulate two schemes, one is making the peasant workers who qualified with some specific factors into the old-aged insurance system for urban laborers, and the other is making a special system for peasant workers with individual account of full funding.
