摘要
选举观察制度是当代国际社会在民主选举中普遍实行的一项制度。在我国村民委员会选举中,选举观察制度尚未全面实施。介绍了2005年广东省村民委员会选举中实施选举观察制度的背景、过程以及实施绩效,分析了选举观察制度实施中存在的主要问题以及有待改进的方面,探讨了这一经验对于转型时期中国地方政府制度创新的一般启示。
The election observation regulation is very popular in democratic elections in contemporary international societies.But this regulation has not yet been widely carried out in China's villagers' elections.In this paper,the author introduces the background,process and performances of election observation regulations in 2005 villagers' elections in Guangdong province.Meanwhile,the author points out the drawbacks and problems in this practice.
