我国民族自治地方“自治”与“发展”问题思考

On Issue of "Autonomy" and "Development" of China's National Autonomous Regions

民族自治地方的发展问题是当前我国发展中的主要问题。困扰民族自治地方发展的因素很多,既有客观因素也有主观因素,但最关键的是自治权落实不到位的问题,根源在于自治与发展的关系没有理清。我们应从剖析我国民族区域自治制度条件下“自治”和“发展”的特定含义入手,分析自治与发展的内在关系,努力探究推进民族自治地方发展的有效途径。

There are many factors attributing to the issue about the development of national autonomous regions which is currently a major issue in China＇s development. Some are objective and some are subjective;but the key factor lies in that the autonomous power has not been fully conducted, and the root cause is that the relation between autonomy and development has not been clearly dealt with. Therefore, we should base our analysis of the inner relation between autonomy and development on the special connotation of ＂autonomy＂ and ＂development＂ under the condition of our national autonomous system so as to explore the effective approaches to the development and promotion of national autonomous regions.
