Study on the Frontal Problems of Government Performance Management

中国的政府绩效管理,无论从制度基础、理论背景还是从操作手段上来看,都还处于初步的探索阶段,有很多问题亟待解决。从政府绩效管理的环境障碍、主体障碍和操作手段障碍3个方面着手,分析了问题存在的原因,并从中国的实际情况出发提出了克服这些障碍的措施。

The performance management of Chinese government, whether from the system foundation and theoretic background or from the operating methods, is still in the stage of primary exploration, and has many problems need to be solved. Starting form three aspects of the problems of government performance management such as the environmental obstacle, main body obstacle and operation obstacle, this paper analyzes on the causes of these problems, and advances some measures for solving these obstacles from Chinese practical situation.
