浅谈我国应对国外反补贴的对策

A discussion on the countermeasures against foreign subsidy-countervailing policies

在分析WTO补贴与反补贴的基本规则和我国目前补贴现状的基础上,提出了应对国外反补贴的6点措施:加大对国外相关法规的研究和人才培养、完善税制、尽量扩大利用协议中的绿灯补贴、正确利用WTO对发展中国家的优惠措施、大力实施出口优质化和市场多元化战略、发挥行业协会在反补贴协作体系中的作用。

On the basis of the analysis of the basic rules for subsidy and anti-subsidy of WTO and the current situation of subsidies in China, six measures for counteracting foreign anti-subsidy policies are put forward. They include enhancing the study of relevant foreign regulations and professional personnel training, improving the taxation system, utilizing the agreement for non-actionable subsidies, applying WTO＇ s favourable measures for developing countries, implementing the strategy of exporting high quality products and diversified marketing, and enlarging the role of trade associations in the coordinated counteracting system.
