论政策工具的选择——结合艾滋病防治政策分析

The Choice of Policy Instruments Combining the Prevention and Cure of AIDS in China

作为影响政策目标实现的重要因素之一的政策工具,其选择受到诸多因素的影响,本文分析和总结了影响政策工具选择的六个重要因素:政策目标、政策工具自身的特征、政策工具的应用环境、非制度因素、以前选择的限制和资源因素等,并对当前中国艾滋病防治所采取的政策工具及其发展进行了剖析,认为我国在进行政策工具的选择时越来越考虑到环境和人民等因素。

Policy instrument is one of the most important factors which influence the realization of policy goal, and many factors influence the choice of it. This article analyses and summarizes six important factors, such as policy goals, the character of policy instruments, the implement environment of policy instruments, the restriction of former choices and resources. It also analyses the policy instruments for preventing and curing the AIDS in China and points out that the government mere and more takes environment and people into account when they choose the policy instruments.
