全球化是各国都不能回避的国际趋势,在全球化的背景下国家权力都要进行相应的调整。但是,全球化进程中国家权力的调整并非毫无风险,在这一过程中存在着种种难题与问题。例如:国家权力调整与国家主权的冲突、经济安全难以保证、霸权主义及恐怖主义的兴起、国际组织的改革错综复杂等等,这些难题与问题如果得不到重视,国家调整权力的结果将会与初衷背道而驰。因此,国家权力在全球化进程中的调整必须谨慎。

The globalization is an intemational trend which every state can＇t avoid. The state power must be adjusted in the globalization＇s background. But there are all kinds of the difficulties and problems of state power＇s adjustment in the process of glohalization. For example, the conflict between the state power＇s adjustment and the state sovereignty, the economical safety with no guarantee, the rising of the hegemonism and the terrorism, the complicated reform of the intemational organizations and so on. If the state can＇t pay attention to these difficulties and problems, it won＇ t achieve the goal of the state power＇s adjustment, so every state must carefully adjust its state power.
