在各项社会事业中，教育与人才有着最为密切的关系。对此，教育界和社会历史领域形成了一些基本观点，但多有歧义，症结在于分类标准不一致。引入“素质结构”的概念、进行素质结构分析，有助于解决这一问题。根据社会分工的历史法则和素质结构分析的结果，整个社会的人才可以分为4个基本类型，参照国际教育分类标准，我国的学校教育可以分为4种。这种，分类及其扩延有利于现代国民教育体系的创建。
