摘要
职业教育与职业需要依存度低，办学体制存在自身痼疾，政府统一管理与成本分担出现错位，这三大问题制约着我国职业教育的长远发展。职业教育的中长期政策亟待形成两个层面的发展策略：职业教育对自身理想追求的环境建设与兼顾对大学理念冲击的回应；国家制度设计优先与兼顾学校发展规划、市场需求。
There are three problems restricting the long-term development of higher education in China, these are- vocational education don＇t depend on vocational demand closely, self-shortages existed in the school-running system of vocational education, the disaccordance between unifying management of government and the contribution scheme. The middle and long-term policy of vocational education should form developing strategies on two levels： the construction of environment pursuing the ideal of vocational education itself as well as responding to the impulsion of higher education view; taking the design of national system as the priority as well as giving attention to the development programming and market demand.
