新阶段西部“三农”问题的思考

解决中国“三农”问题,特别是解决西部地区“三农”问题是全面实现小康,构建社会主义和谐社会宏伟目标的关键。通过阐述中国西部地区“三农”问题的表现形式以及西部地区“三农”问题的形成原因,提出了解决西部“三农”问题应从推进制度创新,实现城乡统筹,加大“三农”投入,建设现代农业,坚持以人为本,提高农民素质和深化农村改革,保障农民利益等方面着手。
