摘要
目前,国内多个大城市在交通建设上出现了把非机动车道缩减或改建为机动车道的现象,这种将现有的自行车道让位于机动车道的趋势,与国外兴起发展人行道、自行车道为主的绿色交通模式背道而驰。本文分析了我国自行车道缩减的原因及其在道路机动化背景下发展的困境,提出并讨论了发展交通究竟应“以车为本”还是“以人为本”的政策取向目标,希冀引起学术界和政府管理部门的关注。
Nowadays, there are some phenomena of reducing the area of bicycle lane or transfer it into motor vehicles way in many big cities in China. These are completely different from the western countries, who are applying themselves into the development of the green traffic. This paper analyzes the reasons of these differences, and puts forward a query on the way how to develop the urban traffic, whether thinking vehicle first or thinking people first, aimed at attaining more attentions from the society.
