The brief for the design of the headquarters for a newly created Local Authority in a small town in Suffolk called for office accommodation for about 200 people working in five deqartments,as well as a council chamber,associated facilities,a restaurant main public entrance and waiting areas.
The site,overlooking the River Brett,included a 19^th century granary,a number of houses and a cottage.Five of these buildings were of special architectural or historical interest,and these formed the nucleus of the new headquarters.
