建设节约型石油企业效能监察研究

RESEARCH ON EFFICIENCY SUPERVISION OF BUILDING-UP AN ECONOMICAL-STYLE PETROLEUM ENTERPRISE

中油集团公司把率先建成节约型企业确定为“十一五”发展战略目标之一,并作为贯彻建设节约型社会,落实科学发展观的重大举措。文章指出石油效能监察应充分发挥职能优势,并从促进编制节约规划、创建节约文化、建立节约机制、加强制度建设、完善决策机制、发挥科技先导作用、推行精细管理、形成监督合力、查处违纪违法、提高监察执行力等方面进行了研究,促进节约管理的质量、效果、效率、效益不断提高,以确保如期实现建设节约型企业战略目标。

CNPC regards it as one of strategic targets at the eleventh 'Five-Year Plan' to build up an economical-style enterprise, which has been deemed as a great measure of establishing an economical society and fulfilling the concept of scientific development. It is pointed out here that all its function should be taken full advantage of under the efficiency supervision. It is also discussed well on some practical countermeasures from many different aspects such as to set out a plan of economical programming, to build up economical culture, to construct economical system, to bring scientific guidance into play, to encourage subtle and fine supervision, to form a combined force of supervision, to deal with any law-breaking or against-discipline activities, to improve the executive ability of supervision, and so on. Only in these ways can the quality, effects, efficiency, profit be brought up along with the economical management in order to ensure CNPC to reach the goal of building up an economical-style enterprise on schedule.
