当今的干部绝大多数都具有较高的文化水平和较强的专业技能,但由于诸多原因,我国干部队伍素质总体来说仍不尽人意,尤其是其政治理论和思想道德素质亟待提高。因此,探讨新时期我国干部应当具备的素质、能力理想模式,对于培养一支高素质的干部队伍以加强党的执政能力建设,有着十分重要的意义。
