湖南省武冈市连山村、法新村取消农业税情况调研

An Investigation about Abolishing Agricultural Tax in Lianshan Village and Faxin Village of Wugang County,Hunan Province

2004年起,中央决定在全国范围内逐步取消农业税。经过两年的发展,此项改革的绩效究竟有多大?农业税的取消对增加农民收入、实现农村富裕有无显著作用?笔者以湖南省武冈市连山村、法新村在取消农业税后所表现出的不同情况为调查内容,分析取消农业税的绩效并探讨其中的原因。连山村村民认为没有太大的作用,法新村村民却认为有实际好处,基层领导认为有四个正面影响和四个负面影响。作者认为取消农业税只是一种手段、一个工具。要实现农村的富强,首先要依靠科学技术;其次政府要保证对各地基础设施的均衡投入;再次要加快农村产业结构的调整,大力发展订单农业;最后,应提倡农民义工、农民志愿者等。

Since 2004, central government has decided to cancel the nationwide agricultural tax gradually. What＇s the effect of the reform after two years＇development？ Whether the abolition of agricultural tax has prominent effect on the farmers income increase and rural prosperity or not？ The author analyzes the result of the nullification of agricultural tax and investigate its reasons ,according to different situations between Lianshan Village and Faxin Village after the reform. Villagers of Lianshan think it has no obvious effect , while villagers in Faxin believe farmers can get practical benefits from it . The gross-roots leadership say this kind of reform has four positive effects and four negative ones. The author maintains that abolishing agricultural tax is only a means or a tool. To realize the rural prosperity, firstly, we shall rely on science and technology. Secondly, the government needs to keep a balance between every place about the investment in infrastructure. Thirdly, we must speed up the adjustment of rural industrial structure and step up our effort to develop Order Agriculture. Finally, the article＇s view is that it＇s good to encourage farmer volunteers.
