This thesis is based on the modern educational measurement theory. In order to promote the inter - scorers reliability and validity of tests, a standardized control approach is employed to math tests, which can make the measurement more standardized scientific. The rules derived can also applicable to other tests in various fields. In addition, a few more questions are discussed concerning tests.
