推进广西农民用水户协会建设 建立农田水利建设新机制

Initiation of water user association of farmers in Guangxi

农村税费改革和“两工”取消后,广西创新农村水利建设和管理机制,培育、扶持、规范农民用水户的发展。以农民用水户协会为载体推进农田水利基本建设,调动了农民投工投劳修水利的积极性,拓宽了投入渠道,完善了农田水利工程建管机制,实现了水资源的优化配置,促进了农业节水和农业结构调整,增加了农民收入。

After the abolition of agricultural tax and ＂two farmer labor contribution＂, a new management mechanism is created for the construction and management of water structures and developing water users＇ institutions in new countryside construction in Guangxi. The Water User Association （WUA） plays a key role in encouraging construction of on-farm irrigation facilities, raising farmers＇ enthusiasm of contributing labors for water structure construction, widening finance channels, improving on-farm facilities, optimizing allocation of water resources, water conservation and adjustment of plantation structure and increasing farmers＇ income.
