区域地下水三层次水权分配方法与应用

Method of three layers' allocation of water right for regional groundwater and its application

建设节水型社会是解决干旱缺水问题的根本性措施,实施水权分配是节水型社会建设的重要内容。考虑河北省属资源型缺水省份,以地下水开发利用为主,在深入研究的基础上,提出了适宜地下水条件的区域、行业和用户三层次水使用权分配方法,并结合成安县进行了应用实践,为今后开展以水权管理为核心的节水型社会建设提供了有效支持。

Establishment of water-saving society is the essential measure for alleviating drought and water shortage problems. Practice of water rights allocation is the main contents of water-saving society establishment. On the basis of investigation, it is proposed to allocate water rights in three layers of region, sector and water user, considering that water is scarcely in Hebei Province and groundwater is the main source. As demonstrated by the practice in the Chengan County, water entitlement practice is the effective means for water-saving society establishment.
