湖南省民办公助小型农田水利项目实施效果分析

Studies on implementation result of small on-farm irrigation project in Hunan Province

2005年,中央财政启动了“民办公助”小型农村水利建设,湖南省通过试点项目的实施,成功破解了农村水利建设投资、山丘区用水、新农村建设发展和小型农村水利工程管理等难题,取得了良好的效果,积累了丰富的经验;但也存在着试点覆盖面小、投资力度小、民办公助补助比例低和建设投入管理机制不健全等问题。建议在总结试点经验的基础上,全面推行“民办公助”小型农村水利建设。

In 2005 the Central Government initiated small on-farm irrigation project by means of ＂run by farmers and subsidize by governments＂. With the pilot project, it helps to overcome the difficulties of funds shortage, water use in hilly areas and management with small on-farm works in the project areas in Hunan Province, which made great achievements and accumulated rich experiences. However, the scope of pilot project is small with low percentage of subsidies, unappriporate management of input. It is suggested to extend the practice of construction of small on-farm works by means of ＂run by farmers and subsidize by governments＂ , on the basis of summary of experience of the pilot areas.
