摘要
要解决承德市水资源开发利用中存在的水资源短缺、水环境恶化、水土流失等问题,必须树立和落实科学发展观,实施“科技兴水,大水利兴市、小水利富民和防洪保安”战略,明确四大任务,实施充分拦蓄天上水,科学利用地表水,合理开采地下水,加强生态修复,积极治理污水,改善人居环境,开发建设景观水利等治水工程,以水资源的可持续利用推动经济社会的可持续发展。
In order to solve the problems of water shortage, degradation of water environment and soil erosion in water resources development and utilization in Chengde City, a scientific view on development should be persisted during the implementation of strategy of ＂focusing on science and technology, fostering water development and ensuring flood security＂, Water-control projects of storing rainwater, rational utilization of surface and groundwater, ecological recovery, polluted water treatment, improvement of living environment and creation of water scenery are conducted for ensuring the sustainable development of economy and society in the city.
