According to the experiences of pilot projects of Guangzhou Railway(Group)Corporation and reform of Japanese National Railways, the paper puts forward three plans for system reform of China railway transport: (1) on the basis of current 4-level management system, separating transport operation with production and business, which is done by starting from clearing account of state owned assets and through internal revenue settlement system and reform of tariff clearing method;(2) authorizing operation of state assets, and realizing the separation of government and enterprise and the operation of diversified form of companies; and (3) reforming thoroughly the 4 level management system for overall commercialization, directly establishing independent corporations and authorizing operation. The paper also expounds its preference among the above plans.
