Exterior character analysis on the rural energy of west mountain areas

以中国西部山区的农村能源为研究对象，从经济学角度分析农村能源的特性一外部性，并从理论上提出解决此问题的对策：制定砍伐标准、砍伐费用、可转让砍伐许可证，但是这些对策与中国的“社会主义新农村建设”相矛盾。最后，提出把西部山区的农村能源作为一项公共物品，由政府进行投资，来解决中国西部目前的农村能源问题。

The text takes the rural energy in west mountain areas of China as the research objects, from the opinion of economics, analyzing the characters of rural energy of the externalities, finally theoreticaUy providing the suggestions of cutting standard, cutting fee and cutting certification, which however are contradictions to the construction of socialist new rural. Finally suggest the rural energy in west mountain areas of China as the public good invested by the government, to solve the problems of rural energy in west of China.
