摘要
质量目标体系的建立和考核一直是各类组织在建立、实施ISO9001质量管理体系中的一个薄弱环节。通过引入目标设定值、目标测量值、目标达成率、目标权重等概念,本文试图总结建立、考核质量目标体系的实用程序和方法,并通过权重的调整来对组织的质量工作进行宏观控制。本文还就如何协调质量目标考核和绩效考核的关系以及如何对ISO9001标准条款5.4.1(质量目标)审核提出了具体的建议。
The establishment and assessment of quality objective system has been observed to be weak for all kinds of organizations in their process of establishing and implementing ISO 9001 quality management system. By introducing such concepts as objective setting value, objective measurement value, objective realization rate and objective weight, the paper tries to summarize some practical procedures and methods for the establishment and assessment of quality objective system by which macro-control can be imposed on an organization's quality work by adjusting weights. The paper also puts forwards its specific suggestions on how to treat relationship between quality objective assessment and performance evaluation and how to conduct audit on 5.4.1(quality objective) of ISO 9001 standard.
