Through the analysis of the importance and necessity of building first-rate regional universities in China, this paper probes into the guidelines and ＂four aspects＂ of the said task. It is proposed in the paper that the key to building a first-rate regional university in China is to make ＂four breakthroughs＂. Finally, the author puts forward the approaches and the guarantee system related.
