Building a New Socialism Countryside and Improving the Mechanism of Expressing the Interests for Farmers

农民利益有效表达是新农村建设的基本动力、构建和谐农村的必要条件和提升基层党组织执政能力的重要源泉。农民利益表达权的缺失源于过于强大的官方话语和精英逻辑、地方政府恣意扩张的逐利行为、压力型体制下基层政党权威对农民话语的压制、农民组织化程度低且自身拥有政治资源和文化资本不足等因素。健全农民利益表达机制,应大力发展农村生产力、转变基层政府职能、重塑乡村治理格局、引入协商民主载体以及提升农村社会资本存量,培育造就新型农民。

An effective expression of the interests for farmers is the basic motive force for building a new socialism countryside power, the necessary condition for constructing a harmonious countryside, the important source to enhance the ruling capabilities of rural grassroots party organizations. The lack of expression of the interests of farmers is because of too powerful official words and elite logic, the action of seeking interests wantonly expanding for local governments, farmers＂ words being repressed by the authority of grassroots party under the pressure - oriented system, the low level of organization of farmers, restriction on their own political resources and cultural capitals. To perfect the mechanism for expressing the interests of farmers, we should vigorously develop rural productivity, change grassroots governmental functions, reshaping rural governance structure, introduce consultation democratic carrier, upgrade the stock of social capital in rural areas and cultivate new- type farmers.
