农村富余劳动力向非农产业和城镇转移是经济发展的必然规律。改革开放以来,河南省农村劳动力不断由农业向非农产业转移,但在转移中还存在不少制约因素。对此,要汲取国外农村劳动力转移的经验,选择适合本省特点的农村劳动力转移方式,采取有效的政策措施。

Theoretically, it is an economic inexorable law of the shift of rural surplus labors from agriculture to non - agricultural sector and urban areas. Although a continuous shift of rural labors has been seen since the opening policy, there still exist some factors hindering the process and making it more difficult. So, it is very necessary to choose the proper pattern and policy to promote the further shift of rural labors for Henan province by studying and making full use of the successful cases abroad.
