加强创新能力建设,提高云南区域自主创新能力,必须从云南的实际出发,因地制宜地实施和进行。云南区域自主创新能力建设,一是要紧密结合云南经济社会发展的重点和特点来进行,发挥自主创新对全省经济社会发展的支撑和引领作用;二是要紧密结合各地区科技创新工作的环境条件和区域经济社会发展需要来进行,充分发挥昆明的科技高地优势及各州市的特色和优势;三是要把创新文化建设作为区域创新能力建设的重要内容和载体,为区域创新能力的提升营造良好的制度环境和社会文化环境。

Reinforing construction of the self- creative ability of Yunnan needs proceeding from reality in all work and implementing in accordance with local conditions. Firstly, it must be carried on around the focal points and characteristics of social - economic development all over the province. Secondly, it must go on in close combination with the creative conditions and social- economic developing needs of individual regions. Lastly, it must take the construction of creative culture as the important content and carrier of the construction of the self- creative ability.
