中国保险业“赶超发展模式”的反思及新模式的构建

过去20多年，中国保险业的发展模式属于一种“赶超发展模式”，这种模式呈现三个重要特征：重规模增长，轻生态保护；重引进借鉴，轻自主创新；重市场监督，轻公司治理。形成这种发展模式的内在原因是中国保险业与所要“赶超”的国际保险业相比，在初始目的、发展起点、成长路径和配套环境等四个方面存在明显不同。2006年《政府工作报告》明确提出了“要深化保险业改革”的战略要求，中国保险业要在分析未来5年国内国际环境的基础上，制定切合国情和自身发展实际的目标和思路。概括地说，就是要建立以完善的公司治理为基础、以强劲的自主创新为动力、以严格的生态保护为约束的长期可持续的保险产业发展模式。

The insurance sector in the past two decades exhibited a catch-up-with-and-surpass model of development. This model is characterized by focusing on business scale rather than ecological protection, focusing on borrowing external experiences rather than self-independent innovation, and focusing on market supervision rather than corporate governance. The inherent mason for the existence of this model is that the domestic insurance industry when compared with its international counterpart, the target to overtake, is distinctly inferior in terms of the original purpose, the starting point, the path of development and the supportive environment. The＂ Government Work Report＂of 2006 put forth explicitly the strategic requirement to＂deepen the reform of the insurance sector＂. The insurance sector should lay down its goal and strategy of development in line with its own situation and the situation of the country after making a full analysis of the domestic and international environment in the next 5 years. In general, the insurance sector should establish a long-term and sustainable development model with fine corporate governance as its basis, strong self-independent innovation as its driving force and strong ecological protection awareness as its restriction.
