按生产要素分配是发展社会主义市场经济的客观要求,但目前我国按生产要素分配还处于起步阶段,按多种要素分配的收入比重较低,在运行过程中还存在着诸多问题。究其原因主要是按生产要素分配制度缺位。因此,必须通过构建各种生产要素合理参与分配的制度环境,完善社会主义市场经济条件下的按生产要素分配制度。

The distribution by the other elements is still low and there are many problems with it. The reason lies in the institutional insufficiency.
