和谐社会建设的制度变迁探析

我国和谐社会的建设,实际上也是一个对影响社会和谐实现的制度框架内不完善制度实施变迁的过程。制度变迁的目的在于实现社会和谐。制度变迁的任务是提升生产力水平和协调社会利益。其中,实现利益协调是制度变迁的首要任务,这需要处理好若干对关系:局部利益与整体利益的关系、垄断利益与竞争利益的关系、政府经济利益与社会利益的关系、资源配置的市场化与行政化的关系以及分配的市场调节与政策调节的关系等。制度变迁的内容包括推动市场经济制度完善、加强行政管理体制改革和促进社会体制健全。文章最后提出推进我国和谐社会建设制度变迁的保障措施。

In fact,construction of the chinese harmonious society is a process chanong the system frame which prevents our society＇ s harmony. Goal of this system vicissitude is to fulfill social harmony. Duty of this system vicissitude is to promote productivity horizontal and coordinate social benefit. Realization of benefit ccordinatation is the most important task which needs us to cope with several pairs of relations including relation of local interest and overall benefit, monopoly benefit and competition benefit, government＇s economical benefit and social benefit,and so on. Content of the system vicissitude includes impelling the market economic system＇ s consummation, strengthening the administration organizational reform and promoting social system＇ s perfection. The article finally proposes the safeguard measures which promotes system vicissitude of constructing the harmonious society.
