摘要
在分析了我国中小企业技术创新特点及制约因素的基础上,从企业和政府两个层面提出了相关的对策及建议。作者认为,中小企业要增强技术创新能力,就要从创新方式上有突破,还要制定完善的激励机制,并充分发挥风险投资以及知识管理在创新过程中的应用,同时,政府还要制定相关的财政、金融及人才政策,以扶持中小企业进行技术创新。
On the base of the characteristics and restriction factor of technical innovation in small - and medium - scale enterprises（SMEs）, the paper proposed some countermeasures from the government and the enterprise. The author believes that to enhance their ability in technical innovation, SMEs must have the breakthrough in the innovation way, but also must formulate perfect Incentive mechanism, and give full play to the application of Venture Capital and knowledge management, at the same time, the government also formulate relevant fiscal, financial and personnel policies to support SMEs for technological innovation.
