摘要
在国际关系理论中,安全是一个重要的概念。本文的目的,在于讨论和厘清安全概念的源流和发展,以及这种发展变化的理论意涵。在以往约三十年间,人们是通过在“安全”一语前添加修饰语来发展“安全”这一概念的,譬如,“综合”指的是各方面、各领域的;“共同”是指与对手或竞争者共享安全;“合作”表征的是通过何种途径达到安全;“人的”则突出了安全的新主体。不管是共同安全、合作安全,还是中国的“新安全观”等等,其宗旨无不是在于努力走出“安全困境”,从而进入新的安全境界和新的生存形态。
Security is a key concept in international relations theory. The purpose of this article is to discuss the origin and development of the security concept, as well as the theoretical implications of this development and change. Over the past three decades, people have tried to develop the security concept by adding adjectives to ＂security.＂ For instance, while ＂comprehensive＂ connotes that security is all-round and involves various fields, ＂common＂ means to share security with your perceived competitor or rival. While ＂cooperative＂ epitomizes the means to security as a goal, ＂human＂ emphasizes a new subject of building security. Those terms and ideas, plus China＇s ＂new conception of security＂, all strive to go beyond security dilemma and to enter into a new state of security and to achieve a new type of survival.
