试论中国共产党执政理念与执政能力建设的内在联系

On Intrinsic Connection between CPC’s Notions about Governance and Its Enhancement of Governing Capability

“立党为公、执政为民”之所以成为中国共产党的执政理念,是因为符合历史发展规律和执政规律的客观要求,符合党的性质和宗旨的先进性内在要求。从本质上看,党的执政能力的内涵与党的执政理念是一致的。执政能力的内涵有两个层次:一是带领全体人民建设现代化的能力,二是获得最广大人民群众认同和支持的能力。党的执政理念与党的执政能力的内在统一,其逻辑归宿必然是:“始终成为‘立党为公、执政为民’的执政党”是党的执政能力建设的根本目标。

The Communist Party of China （CPC） is committed to two notions, i.e., a party is founded for the service of the public and it exercises power for the benefit of its people, which reflects the laws of history and the objective requirements of government, and accords with the intrinsic demands of the Party to maintain its vanguard character. By nature, the connotation of the governing capability of the Party, which is composed of two aspects, namely the ability to lead the people in the modernization drive and the capability to win the recognition and support of the maximum majority of the population, is in line with its notions about governance. Based on this intrinsic unity, it can be concluded naturally that the basic goal of the Party is to make itself become a ruling party, which is established for the public and will always serve the people.
