摘要 水资源问题一直是关系着经济建设与城市发展的大事。而多年来,持续过量开采水资源所带来的环境和生态问题也日趋严重。多年实践与研究表明,水资源的开发与保护应实施统一管理,根据区域自然条件,进行水资源养蓄,以提高水资源的循环和再生能力,改善当地的自然资源更新与环境净化功能。从水资源联合调度与联合调蓄的基础条件出发,探讨了首都地区水资源养蓄的可行性,并由地下水人工回灌入手,对如何通过水资源联合调度、联合调蓄实施水资源的养蓄进行了论证。 Water resource is a very important issue to economy development and city construction. As a result of many years of sustained over exploitation,the environmental and ecological problems are getting more serious day by day. It can be concluded from our practices and research results that centralized management has to be implemented for the exploitation and protection of water resource. The protection and accumulation of water resource should be done according to the natural conditions, so as to improve the recycling and regeneration abilities of water resources,the renewal of local natural resources,as well as the environ- mental decontamination functions. Based on the basic conditions of conjunctive management and coupling management, the feasi- bility of water resource protection and accumulation is discussed. Starting with groundwater artificial recharge, the water resource protection and accumulation by way of conjunctive management and coupling management is demonstrated.
