黑河流域退耕还林(草)工程社会评价调查研究——以甘肃省张掖市为例

Research on Social Evaluation of Turning the Cultivated Land into Forests or Grasslands Project in Heihe River Basin——Take Zhangye Prefecture in Gansu Province as an Example

退耕还林还草,重建生态环境,是当前实施西部大开发的根本切入点。运用抽样调查的方法,就农户对退耕还林(草)的态度、退耕还林(草)工程的实施对农户的影响、以及农户对退耕还林(草)政策的意见和建议等方面,对甘肃省张掖市退耕还林(草)工程进行了农户问卷调查。结果表明,退耕还林(草)工程的实施,能够增加农民的经济收入、减少他们的劳动量,对当地妇女社会地位的提高也起到一定的作用,这项政策得到了广大农户的支持。但是,在政策的完善和具体操作方面还存在着一些不足之处。在此基础上,作者对退耕还林(草)政策的完善提出一些建议。

The action of turning the cultivated land into forests or grasslands project to improve the ecological and environmental conditions has been recognized and emphasized in the western development campaign （WDC） by the Chinese Central Government, Based on the empirical analysis of the random samples in Zhangye Prefecture of Gansu Province, a questionnaire survey was carried out on the farmers＇ attitude on the turning the cultivated land into forests or grasslands project, the impacts on farmers of the project and the advice of farmers on the project. The results show that the implementation of the project can increase the farmers＇ income, decrease the quantity of laboring and make some work on improving the social class of local women, so the farmers approve the policy. But, some defects in the policy of turning the cultivated land into forests or grasslands and the operation of the policy. Meanwhile, some recommendations are put forward in order to improve the turning the cultivated land into forests or grasslands project.
