小流域参与式土地利用规划探讨

Discussion on Application of Participatory Land Use Planning in Watershed Management

近年来,参与式小流域管理在我国越来越受到重视。参与式土地利用规划是参与式小流域管理的基础。基于长期的实践,对小流域参与式土地利用规划的框架、过程、方法和工具进行了总结,比较了参与式土地利用规划与传统方法的不同,并探讨了其在我国的适应性和可推广性。

Participatory land use planning has been introduced to and applied in mountainous watershed management of China by international organizations in the recent years, with combination of ＂bottom-up＂ and ＂top-down＂ approach. The authors review the field experiments and practices of participatory land use planning in terms of its framework, processes, methodologies and tools, etc. and has discussions focusing on its adaptability to local situations and replicability in the broad mountain areas of China. It is concluded that participatory land use planning is a sound approach to sustainable watershed management.
