针对施工企业把握低成本的重要性，从工程项目的投标报价阶段、施工阶段、工程结算阶段论述了造价工程师在工程项目部实施低成本策略中的作用，以保证更好地进行项目管理，把握成本管理。
Aiming at the importance of operating law lost to construction enterprise, it discusses the operation of cost engineer in the low cost policy to project item from the aspects of the tender offer of project item stage, construction stage and settlement stage of project, which will assure the item management better and operate the cost management.
