摘要
中国特色循环经济在产生背景、内涵、目标和推进机制等方面与德、日等国有较大差异,但科技基础是共性的,这就是循环经济6个科学定律(热力学第一、第二定律,耗散结构论,爱因斯坦质能关系定理,申农信息负熵论,“脱钩”理论与可持续发展)和减量化(Reduc ing)、再利用技术(Reusing)、资源化(Recyc ling)、替代(Rep lace)系统化(System)等技术体系。近期循环经济全球化进程应突出保障清洁水源、减排温室气体、新能源开发、绿色贸易和发展援助等5个要点。
The background, the intension, the goals and the pushing mechanism of the characteristic Chinese recycle economy are quite different from that of Germany, Japan etc. But the technological basis is same. The technological basis not only contains six scientific laws of recycle economy (the First and Second Law of Thermodynamics, Dissipativity Structure Theory, Einstein Mass-Energy Laws, the Shannon resources Entropy Theory, and the Decoupling Theory and Sustainable Development ), but also involves 4RslS technological systems (Reducing, Reusing, Recycling, Replace and System). Five key points, such as ensuring clean water resources, reducing the exhaust of greenhouse gas, developing new energy, green commerce and development aids, should be strengthened in the globalization of recycle economy in the near future.
