摘要
通过对管理要素的分析,论证了管理目的的唯一性和实现管理目标的实施方案,即秩序的多样性,提出了提高效益是管理的根本目的,管理的核心任务是治理组织系统的“混乱”,是一种在创新基础上的对组织系统内各要素的重新整合,实现组织资源的利用和配置达到最优,实现效益最大化。
