Because it was the site of first-uprising, the famous leaders of Xinhairevolution,Sunzhongshan and Huangxing put a premium on it, and did much help to its development. Hubei military government, Nanjing temporary government, promulgated a series of economy policies and law. It was the period of economy taking-off by government control.
