公众参与环境保护制度探析

Discussion on the Public Participation in Environmental Protection System

通过分析公众参与环境保护的内涵与理论依据,说明了环境保护中的公众参与的必要性。通过研究我国公众参与环境保护的现状,存在的问题,借鉴国外环境保护中公众参与的有效制度与经验,并据此提出健全我国公众参与环境保护制度的建议。

By analyzing the intension and theoretical foundation that the public participates in environmental protection, this paper explains the necessity of public participation in environmental protection. The paper studies on the existing problems in current environmental protection in China, and explores effective system and experience of the public participation in foreign countries for reference. At last, the author proposes the suggestion to complement the public participation in environmental protection system in China.
