建立教学质量管理体系应坚持教学过程决定教学质量,学生为本,立足服务,全员参与,注重有效性和动态适用性的指导思想;坚持以学生为关注焦点,注重领导作用,采用系统管理和过程方法等原则;应依照培训教育、兑现管理承诺、建立体系文件、实际运行和审核认证的实施步骤。

Establishing teaching quality management system should uphold the following guiding laeas that teaching process determines teaching quality,students are the primary factor,service is the central idea,all should participate in quality control, effectiveness and dynamic adaptability should be stressed; the principles that students are the focus of attention and leaders play a key role,using systematic management and process as the methods; the implement steps： following training education, realizing management promise ,setting up system documents ,practicing examination and ratification.
