Reforming Mechanism and Stren gthening Management to Prevent Medical Expenditure From Going up Rapidly

近年来,医疗费用持续快速增长的问题日益突出。分析了医疗费用快速增长的不合理因素主要是由于医疗卫生机制不完善造成的,如医疗服务补偿机制、医疗机构运行机制、医疗保险付费机制和医疗卫生筹资机制等。因此,控制医疗费用的快速增长既需要发展社区卫生服务,建立新型卫生服务体系,加强政府的宏观管理,理顺补偿机制,也需要医院加快内部机制改革,走可持续发展道路,同时,还应扩大医保范围,建立合理的付费方式。

It has been outstanding increasingly that medical expenditure keeps increasing rapidly in recent years. The main unreasonable factor of it is that the mechanisms of health services are not perfect. For example： the compensation mechanism of health services, the working mechanism of hospital, the payment mechanism of Medicare and health financing mechanism. Based on the above, the article puts forward some suggestions such as developing community health services, establishing a new health care system, the government＇ s macro management, adjusting compensation mechanism, deepening reform to promote sustainable development of hospital, extending medical insurance and setting up a rational mode of payment to prevent medical expenditure from going up rapidly.
