英国PFI项目的政府管制体系研究

Research on Governance System of PFI Project in England

英国是世界上最早推行PFI的国家,其项目运作和政府管制相对规范。本文在分析英国PFI项目政府管制政策演变的基础上,探讨英国PFI项目的政府管制体系,分析OGC、PUK、PRG、GP、DA、4P's等机构在政府管制过程中的职能和作用,以及对我国的启示,以期为我国政府进行PFI项目管理提供指导和借鉴。

England is the earliest country carrying out PFI, so its project running and governance are canonical. Based on the analysis of the PFI governing policy and the system of governance in England, this paper discusses the functions which OGC, PUK, PRG and so on act in the process of governance. The author hopes that all of these will be helpful to Chinese government when they manage the PFI.
